OK mate, get me on steam and i'll try to help you directly sometimes much easier.

u have progs that have game overlay?
like fraps, evga thing etc?

omg this is so fail.

If i update drivers TF2 and CSS both have this flickery thing on the menu and crash as soon as i join a server.

If i rollback drivers TF2 works fine but CSS wont launch.

Well, googled this 5e3v2e3b (yes its the google search)

prolly we need a few more bits, like, mobo, cpu and such, the problem is to vague...

try, disable antivirus, anything that could come on the way, ati control panel (I don't have ATI, vogon is best for this), start taskmanager (ctrl-shift-esc) and google any weird named process the way is appers on taskmanager, first links allways shows an answer for a problem.

not much we can help about it.
