ok, this problem isnt solved. it seems i have to do a system restore daily in order for CSS to work. i haven't accepted any updates and my family assure me they havent either D:

SOMETHING must update. My personal guess would be the antivirus/firewall and maybe css gets blocked? I'm sorry if you have already ruled this one out but have you tried disabling your av/firewall temporarily to see if this is the issue?

na, still doesnt work without antivirus/firewall.

also, the plot thickens... i no longer have my temporary fix as i don't seem to be able to system restore anymore :S ... tried a few restore points, even going about 2 weeks back
