My general standpoint on this is that any player with a previously vac'd account should be banned on their new account. There is no tolerance for this sort of thing in any league or most communities that i know of, regardless of whether or not they cheat on the new account.

How do you know it was VACed for hacking, my friends account was VACed for no reason and he had to get a new account because they wouldn't give it back.
