The First time the skill targets randomly, but from that moment onwards, sticks to that person. Why ? No idea, it's a command which is fixed and can't be replaced. So can't fix that issue

2nd it seems to target the same person every round unless they are dead tho it seems to pick some one differntly round to round i was wondering if this was to do with the server slot you take (not sure the true term but what chosses what spawn place u take)

Why i don't understand a thing from what you just posted?

Just buy necklace of immunity if the disco ball bothers you/targets you and after that some other person has to deal with it or die before he uses it then it goes to another target.
